Abstract | This report describes how key elements in the vocational education and training (VET) policies in the Federal Republic of Germany, the United States, and Japan underpin the economic competitiveness of those countries. It focuses on how they support their effective response to changing markets and a rapidly changing economic environment and shows by what criteria, and in what terms, the three countries judge the relevance and importance of their VET efforts. Chapter 1 contains a summary and recommendations for policymakers in the United Kingdom (UK) regarding what action in relation to VET is needed to be in the same competitive league as these successful nations. Chapters 2, 3, and 4 describe the expectations and results of education in the three countries. Brief synopses are provided of general features, some facts and figures, and expectations of VET (quality and quantity of output, individual access, roles and responsibilities, continuity in VET, links between economic performance and VET). Following a detailed discussion of the VET system in each country, a statistical appendix with tables containing pertinent data is provided. Chapter 5 refers to some of the main expectations about, and outputs of, education and training arrangements in the UK. A statistical appendix for the UK follows. Chapter 6 examines some British preoccupations against the background of the views and achievements of its competitors. (YLB) |
