AbstractAs mandated by the Vocational Education Act of 1976, an evaluation was made of Pennsylvania's vocational guidance program for the 1979-80 through 1981-82 fiscal years. The study objectives were to describe the funded projects, evaluate their impact, and explore local capacity development. The study was guided by evaluation questions in five areas: Federal priorities, Pennsylvania's approach, program activities, program outcomes, and policy recommendations. The methodology relied primarily on analyzing existing data and interviewing state and local project staff. Federal priorities were found to accommodate Pennsylvania's program needs fairly well, but funding allocation procedures to states may give Pennsylvania less than its fair share. Likewise, the Pennsylvania Department of Education's administration of the program was handled well, but the process of setting project priorities for funding greatly restricted the number of districts that could compete for guidance projects. In the three years studied, more than $4 million was used to fund more than 250 guidance projects affecting a quarter of a million participants in elementary, postsecondary, and corrections environments. Emphases included vocational information, career awareness, employability skills, and assessment/career decision making. Few projects assessed impact empirically, but services were extended to underserved populations and there was some evidence of impact in job and educational placement, career planning, awareness of occupations, self-awareness, and awareness of sex role stereotypes. Recommendations were made regarding funding allocation, project information systems, and state-level guidance program development. (Author/KC)
