Abstract	This publication presents an analysis of the failure of international development agencies to encourage women's participation and argues for a feminist approach to women in development. Chapter 1, an introduction, defines feminist theory and discusses its applications to the entire development process. The challenge of women in development is seen not just as the problem of women being excluded from development but of monopoly capitalism and patriarchy shaping inherent injustices in the process. Development workers are seen as perpetuating this problem. Chapter 2 places the focus of women in development within its historical context. The International Women's Year is described as the product of several factors, including decades of Third World national liberation struggles that often excluded women's issues, the growing momentum of women's movements, and the failure of earlier development projects such as the First Development Decade. Chapter 3 clarifies theoretical perspectives upon which women in development efforts were established. Two world views are outlined. The dominant world view, upon which development efforts are based, assumes that women must be purposefully integrated into the economy for development to proceed. The alternative, feminist view argues that women are already integrated, but inequitably, because their unpaid labor is not considered to be real work by their societies. Chapter 4 expands on this alternative theory of social change, which recognizes the combined, although often contradictory, effects on women in development of monopoly capitalism, patriarchy, racism, and underdevelopment. The final chapter outlines recommendations for the future of development. A 6-page list of references concludes the paper. (LP)
