AbstractIn an attempt to compare the qualities of educational leadership recommended by effective schools research with the actual training and knowledge of district superintendents, the study reported here explores existing training requirements for superintendents in the advanced study of curriculum, instruction, and supervision. The research is a content analysis of three types of documents: (1) an American Association of School Administrators report addressing superintendents' competencies; (2) constitutional, statutory, and regulatory influences on training programs, with particular attention to requirements in Pennsylvania; and (3) documents describing course requirements, expectations, and intents of institutions offering training programs for superintendents. Analysis of 108 training institutions' program descriptions revealed that only 15 percent required coursework in each of the three areas of curriculum, instruction, and supervision, while 26.8 percent required no courses in any of these areas. The data are interpreted as showing that the study of these areas is not a large part of the training of superintendents. Because educational leaders are being called upon to promote school effectiveness, the authors recommend that individual training programs be evaluated and that more uniform and specific criteria for those programs be established.
