AbstractFollowing up on the first two phases (1976-82) of the "District Practices Study" of Title I of the Elementary and Secondary Education Act (ESEA) as presented in a resource book and seven special reports, this report is devoted to the study's third and final phase. During phase III (1982-83), researchers visited 14 sites to describe their solutions to several types of problems faced by local school officials operating programs under Chapter 1 of the Education Consolidation and Improvement Act. In the report's introductory chapter, the authors provide background information relevant to phase III, including a discussion of phases I and II, the rationale and objectives of phase III, and a general overview of the phase III study effort. Chapter 2's focus on procedures used in promising Chapter 1 program management strategies includes attention to site selection, arranging site visits, and fieldworker training and debriefing. Chapter 3 seeks to establish an interpretive context for site visits by summarizing relevant findings from phases I and II, discussing legal requirements, and analyzing major themes emerging from the site visits. Finally, chapter 4 presents the promising practices already documented in phase III and discusses the authors' descriptive and documentary approaches to those practices. (JBM)
