Abstract | This analysis of how the federal government might best promote excellence in education via instructional technology identifies strengths and weaknesses of instructional technology during the 1980's, indicates how technology might aid the teaching and learning process, and suggests how the federal goverment might best assist states and localities in utilizing technology to improve educational achievement. Definitions of terms are followed by a brief review of the role of the federal government in education from the 1960's to the recent return of educational responsibilities from the federal level to the state and local governments. Giving special attention to the role the federal government should play in promoting instructional technology, the remainder of the analysis builds on these definitions and preliminary observations. Specific sections address early development in instructional design, a brief history of federal support for educational research and its consequences, current strengths and weaknesses of instructional technology, using instructional systems design in computer based instruction development, and the use of technology in instruction. Conclusions, recommendations, and a 42-item reference list are included. (LMM) |
