Abstract | Elements of strategic planning are discussed in terms of their relevance for occupational education. Introductory remarks focus on the educational implications of the transformation from an industrial society to a technological society based on information. Two facets of strategic planning are discussed next: external assessment, which involves needs assessment, market analysis, environmental scanning, trend and policy analysis, and issues management; and internal audit, which involves the evaluation of programs on the basis of quality, centrality, and market viability. The next section assesses the sophistication of vocational-technical education with regard to collecting the kinds of data that are useful in strategic planning. The following section describes two recommendations: (1) the development of conceptual frameworks which would clarify the relationship between postsecondary education and the economy and (2) the clarification of the role of vocational-technical education in economic development. Finally, the paper presents a multi-year plan of action designed to synthesize research and development on selected topics, to assist institutions in planning strategically, and to reduce the lag time between research and development and its pilot application and dissemination.
