AbstractThe existing vocational education delivery systems for exceptional students (grades 9-12) in Orange County, California, were evaluated. In the first phase, a needs assessment survey was developed to identify vocational education programs/classes available for handicapped students through sheltered workshops, high schools, community colleges, and regional occupational programs. Findings revealed a wide range of services for nonhandicapped students, but limited access for handicapped students due to a number of factors, including lack of regular program modification, placement of students in vocational education classes with little or no assessment data, and lack of coordination of services. Phase II included updating job market analyses. Results revealed that the use of computers and sophisticated electronic equipment will help physically disabled persons particularly, although the severely handicapped students are being trained for jobs that have bleak outlooks. Major conclusions pointed to the need to combine occupational skills with basic skills and to promote good work attitudes and reliability. Sample survey forms are appended. (CL)
