Abstract | This policy and procedures manual, one in a series of nine staff development guides prepared by the Philadelphia School District, clarifies roles and responsibilities of various staff members and parents in providing programs to meet the career and vocational education needs of mildly to moderately handicapped students. This manual is designed to provide a conceptual and programmatic overview of the career planning and vocational programming processes for handicapped youth in the school district. Major emphasis in the manual is placed on the functions of the Child Study Evaluation Team (CSET) and the development of the Individualized Education Program (IEP) as structures for conducting the assessment, evaluation, and follow-through for vocational placement and supportive services. The manual also includes information on full-service implementation of vocational programming for handicapped youth and the procedures necessary for monitoring and evaluating programs. The manual further identifies the definitions and legal implications that provide the guidelines for programmatic structure and focuses on the process and procedures necessary to provide career planning and vocational programming for handicapped youth. Also included are a glossary, several appendixes, and a comprehensive bibliography containing state-of-the-art reference materials. (KC) |
