Abstract	This paper presents a decision-process model for explaining the growth in transfer recipiency (the receipt by working age people of disability income), the choice of work status, and the reduction in labor force participation of older workers. It is hypothesized that the attractiveness of disability income transfer options has led older male workers with health problems to choose transfer recipiency over work; this choice has led to the growth of disability transfer programs. In the framework presented, workers are in four categories: (1) seeking and obtaining employment; (2) seeking but not obtaining employment; (3) applying for disability and being found eligible; and (4) applying for disability and being found ineligible. The report concludes that worker response to increased transfer program leniency is a statistically significant though quantitatively small factor in the work status choice. (JCD)
