Abstract	A background and framework are established for use in assessing effects of possible proposals for consolidating the Vocational Education Act (VEA) with other federal programs assisting elementary and secondary education. The paper is organized into three sections. The first describes factors that have led to the current interest in consolidation including inconsistency among federal programs, inadequate coordination in delivery of federally assisted services, and federal intervention into local educational decision-making and operations. In the second section key provisions of the VEA are compared with provisions in other federal educational programs, namely the Rehabilitation Act of 1973, Elementary and Secondary Education Act (ESEA) Title I, Education for All Handicapped Children Act, and ESEA Title VII. Six categories of provisions are considered: procedures for allocation of federal funds, assignment of responsibilities for program administration, target group, services provided with federal funds, services provided with state and local funds, and safeguards ensuring compliance with program requirements and nondiscrimination standards. The third section discusses possible approaches to consolidating the VEA with other elementary and secondary programs and proposes six objectives for designing specific proposals for program change.
