| Abstract | This report is intended to help state governors, legislators, and educators as they address the problems related to funding education. It is based on the idea that policy-makers can profit from the learning experiences of other states. The first and longest section of the booklet consists of a three-part overview. The first part of the overview summarizes the characteristics of the school finance reforms passed in the 1970s and identifies six major themes: expanded general aid, increased equity, expanded measures of fiscal capacity, special pupil needs, special district needs, tax and spending limitations, and school finance litigation. The second part of the overview discusses the status of all the states in 1977 on a variety of school finance equity goals. The final part reviews major events in 1980 and likely state legislative activities in 1981. The next section of the booklet reviews three general topics associated with school financing: the general fiscal condition of public schools, changing public opinion on schools and taxes, and demographic and enrollment trends. The final section of the report examines recent research findings regarding school finance and provides an overview of issues likely to be of interest to policy-makers in the near future.
