AbstractThe purpose of phase 3 of Project IMPACT (a project to assess the impact of vocational education research and development on vocational education programs in Illinois) was to review, further conceptualize, and refine the impact assessment system for vocational education research and development efforts proposed during fiscal 1989. The following project activities were completed: (1) a review of the project's proposed impact assessment system; (2) examination of the organizational structure and management of the project by the Illinois State Board of Education Research and Development Section (RDS); (3) identification of perceptions of project directors and RDS staff regarding impact; (4) conceptualization of a comprehensive impact assessment system; (5) identification of components vital to a comprehensive impact assessment system; and (6) development of a working document to guide the final phase of the project. Recommendations concerning developing research program goals, organizing a network of impact assessors, identifying individual programs related to various projects, and developing procedures for short- and long-term impact assessments were made. (Appendixes containing evaluation project instruments and project analyses by thrust, program, and subject area constitute half the document.)
