Abstract	In reviewing some of the most recent published and unpublished national documents available, this paper provides information on educational development and planning in selected developing countries in Africa, Asia, and the Caribbean. The major concern in most of the countries considered is to develop an educational system capable of meeting the needs of national economic, social, and cultural development. Primary objectives of educational development in the plans reviewed include democratization of education, promotion of national or cultural identity and socioeconomic modernization, and establishment of close links between education and employment and between education and socioeconomic development. The paper discusses in some detail the mobilization, allocation, and utilization of resources covered in the documents from Sierra Leone and India. The final section examines the interplay in time of political, economic, social, cultural, and technological factors that determine the pace and pattern of educational development in order to suggest possible trends for the future.
