AbstractThese guidelines outline the role of the visiting team members and the team leader and familiarize the team with details necessary to conduct a comprehensive external evaluation of Wisconsin secondary vocational programs. First, the three goals of the on-site evaluation are outlined. A discussion of the team selection and team members' functions and role follows. Preparation for the on-site visitation is addressed, and the visiting team report is explained and a format provided. A section on guidelines for the team leader details communication activities and organizational duties to be performed prior to arrival at the local school. Responsibilities of school personnel are also spelled out. Appendixes, amounting to approximately one-fourth of the publication, contain sample reports and forms. A Team Member Handbook for Use During On-Site Evaluation is then provided. It covers principles of interviewing and evaluation of (1) program phases (needs assessment, goal and planning, implementation, product, and evaluation) and (2) the vocational discipline areas. (YLB)
