AbstractFindings are presented for a study commissioned by the California Legislature to prepare policy recommendations on the delineation of adult education functions between school and community college districts and to review revenue equalization for adult education. The report first describes study procedures, which involved a series of public hearings before the Adult Education Policy Commission, and then outlines six principles followed by the Commission in recommending changes in state policy. The report then provides an analysis of the issues related to current policy: (1) there are current hidden legislative incentives for individual communities to shift adult education classes from school districts to community colleges; (2) barriers to state funding parity between school and college districts are caused by the fact that community college adult education programs cannot be fiscally disaggregated from the rest of the curriculum; (3) there are legitimate arguments both for concentrating the delivery of adult education in the colleges and for school district delivery of services; and (4) a common operational definition of adult education should be proposed by the legislature. The report concludes with nine recommendations, proposing, for example, state adult education allocations per average daily attendance and that individual school districts and colleges negotiate agreements delineating adult education functions.
