Abstract | This document records testimony on youth employment and welfare reform jobs given before a U.S. Senate subcommittee in March, 1980. The testimony concerns the Carter Administration's proposed legislation for youth employment programs for Fiscal Years 1981-82. Issues raised include funding; effectiveness of current programs, such as the Comprehensive Employment and Training Act (CETA) programs and supported work programs; Private Industry Councils; the need for better linkages between the educational system and Labor Department employment programs; and the education-work relationship. Witnesses included Secretary of Labor Ray Marshall and representatives of state, county, and local governments, community-based organizations, vocational and educational agencies, employment and training institutions, and business and labor groups.
