Abstract	A study collected and analyzed information for use in improving the responsiveness of state agencies in carrying out their responsibilities in vocational education. Its basis was the position that the institutional leadership capacity of divisions of vocational education substantially affects the dynamics of vocational education. The first of two major tasks--a series of sixty-four discussion sessions--involved 222 state and local education officials in nine states to obtain perceptions as to the organizational, economic, and political considerations related to improving the responsiveness of state vocational divisions. The second task--development of a demographic and professional profile of vocational state staff--was conducted by mailed survey questionnaire. Forty-eight states volunteered to participate; 1,819 state staff responded. Results indicated staff hired within the last four years tend to be younger and composed of a higher percentage of women, and a large percentage are new to their state agency and/or position.
