| Abstract | An evaluation team was formed to sponsor research designed to improve the conduct and utilization of federally funded evaluations. The research projects assigned to the team reflected existing priorities for evaluation research, mainly by third party studies of existing urban area educational programs. It was found that something was seriously lacking in the utilization of such studies. It seemed that the traditional third party structure for evaluations was a constraint on use, and the evaluations were not sufficiently responsive to client needs. It was found that evaluation activity at the local level was basically independent of the more visible national evaluations. The majority of these local evaluations dealt with the topic of student achievement, and testing was the dominant method of data collection. The different aims and methodologies of large, federally sponsored evaluations of school programs and those of local school districts are analyzed. It is suggested that conventional wisdom, based on large scale program evaluation, may not be applicable to local situations and evaluation utilization. (JD) |
