Abstract	This is the second volume of a two-volume series produced in response to the Science and Technology Policy Organization and Priorities Act of 1976. This volume consists of source materials in three sections: (1) a report prepared by the National Academy of Sciences which focuses on current and emerging opportunities and problems in selected areas of science and technology; (2) reports prepared by 21 selected U.S. Government agencies which discuss near-term problems and opportunities related to science, technology, and public policy from the perspective of their individual missions; and (3) papers prepared by individual specialists that provide their views on some near-term relationships between science and technology, public administration, individual welfare, and service activities.
