Abstract | This guidebook focuses on the second of five steps included in a planning system for improving local secondary and postsecondary program and facilities accessibility: establishing priorities and goals. Specifically, the guidebook describes the nominal group technique and how it can be used to establish priorities and then select goals. Following an introductory section, suggested preliminary activities for the group leader are given. The remainder of the booklet is devoted to the four key activities that comprise the nominal group technique: (1) serial discussion for clarification, (2) preliminary voting on the priority barriers, (3) discussion of the preliminary vote, and (4) final voting.
