Abstract	Curriculum developers have a responsibility to fully understand national goals and to translate them into educational programs that will equip citizens to realize these goals. This topic is discussed in this manual for a basic training course in systematic curriculum development, designed for students in developing nations. A brief description of the relationship between economic development and education in the United States illustrates one example of the adaptation of educational goals to meet national priorities. Case histories are presented of steps taken to initiate and develop educational programs in Tanzania, Kenya, Cameroon, Botswana, and Zambia. Each of these programs meets, to some extent, the political and social expectations and goals of the nation. (JD)
