| Abstract | The primary purpose of this report was to assess the extent to which multiple benefit participation in governmental economic support programs occurs among the minority poor and jobless. Data were supplied by the National Urban League Black Pulse Survey, which interviewed 3,000 black households in an attempt to assess the needs and status of blacks in areas such as employment, housing, child care, education, family patterns, and discrimination. The survey also attempted to determine the extent to which major governmental policies, programs, and services were reaching blacks and meeting their needs. This report provides an indepth description of some of the major governmental economic support programs for the poor and unemployed. Special attention is directed at problematic eligibility requirements that exclude large segments of the poor and needy population. The report also attempts to assess the extent to which unemployed and poor blacks actually receive available benefits. Tables of data, reference materials, and survey methodology are appended.
