AbstractThis paper discusses resource allocation at the school level, concentrating particularly on school-based budgeting. School-based budgeting is a process calling for preparation and administration of a budget for the allocation of the individual school's resources by the school principal, usually in consultation with staff and parents. The paper gives attention first to the nature, extent, and purpose of school-based budgeting as it is practiced in the United States and, particularly, in Canada. The form of school-based budgeting used in the Edmonton Public School District in Alberta, Canada, one of the most sophisticated forms in use, is described in some detail. A broader focus is then resumed with an examination of the outcomes of school-based budgeting and a listing of the problems of its implementation and operation. The paper concludes with the identification of critical issues that are raised by the practice, notably its impact on the role of the principal, as well as issues related to choice, diversity, and educational quality, the issues addressed in the Australian Council for Educational Administration's Seventh National Conference, where this paper was presented. Some implications for the Australian scene are offered with appropriate caution. (Author/PGD)
