AbstractThese proceedings from a three-day Texas conference focus on the needs of handicapped students in vocational education. In the keynote speech, Marc Gold asks two questions: How do you distinguish those people who have special needs from those who don't--if you can distinguish; and, Is it possible to think in terms of goals that need to be accomplished and differences between how people get to those goals, rather than thinking about people with special needs? Featured speaker Shirley Price discusses her life as a handicapped person and stresses the need to perceive people as themselves and not as their handicap; to break down stereotypes and prepare handicapped students for real employment in jobs that exist, not just create programs because they sound good. Twenty-seven presentations are then given in the following subject areas: legislation and litigation; secondary and postsecondary administrative concerns (such as research issues, advocates vs. educators, and modifying programs for the handicapped); teaching concerns (competency-based instruction, classroom management, safety, and teaching emotionally disturbed students); vocational assessment; employment; and specific handicapping conditions. Finally, featured speaker Marc Hull summarizes the issues discussed during the conference. (Addresses of all conference participants are included.) (KC)
