Abstract | This manual represents an educational program designed for public officials, interested citizens, and professionals interested in improving the economic climate of the municipality or region. Its purpose is to teach economic development skills, thus enabling participants to develop community economic growth plans. Focus is on four essential technical aspects of community economic development: (1) strategy and analysis, (2) financing and taxes, (3) land and buildings, and (4) promotion and selling. The subject of the first chapter is strategy for development based on specific community assets and growth needs. Chapter 2 focuses on financial incentives, tax programs, and the arithmetic and accounting of economic growth. Chapter 3 inventories and classifies land and buildings and discusses ways and means of creating new buildings and preparing additional land for efficient commercial or industrial development. In chapter 4 methods are described for promoting and selling an idea, piece of land, or building to a prospect who will create a new source of economic activity and employment. Appendixes, amounting to one-half of the manual, include four case studies, an article containing a practioner's notes on a successful area industrial development program, listing of Michigan economic development corporations, and bibliography.
