AbstractThis publication examines global problems facing the United States and offers a specific short-term program of action to deal with some of the problems. There are three major parts. Part I describes political and economic developments in both rich and poor countries and comments on the recent record of the United States in its relationships with the Third World. To its credit, the United States has focused on certain issues of concern to developing countries and has produced some highly positive results. Examples include the Panama Canal Treaty, American efforts to reach peaceful settlements to conflicts in the Middle East and Southern Africa, and the strong emphasis on human political rights. But in areas such as trade liberalization, commodities, developing finance, energy policy and food policy, the U.S. record has not been as positive. Part II explores in some detail the major common challenges that face both developed and developing nations during the 1980s and beyond. These challenges include trade; industrial production and growth; the monetary system and financial flows; energy; food; raw materials; population development; employment and international migration; and a commitment to meet basic human needs. Part III suggests a program of action for the United States. U.S. policymakers need to reach consensus on a broader definition of "national security," to identify what the United States itself needs from changes in the international economic order, and to shape a new style of leadership that recognizes and addresses domestic constraints on articulating and implementing a comprehensive development cooperation policy.
