AbstractThe Kentucky Placement and Followup System (KPFS) was assessed to determine the effectiveness of the different components, describe the potential usefulness of KPFS, and identify any barriers that had been encountered. A questionnaire was developed by the program director to survey the fourteen vocational education regions in Kentucky to determine the extent to which they have implemented KPFS. Conclusions based on findings of the study included (1) the KPFS developed in Region 4 is an effective mechanism for obtaining valid data to support decisions pertinent to program effectiveness and for justification for expanding services to students; (2) to be fully effective, this system requires placement and follow-up to be equal partners; (3) various barriers relate more to implementation than to concept, and improvements are possible without altering KPFS's basic structure; (4) the placement component needs additional study since the information system is not working effectively; and (5) because of added responsibilities to state and regional staff and instructors, time commitments must be recognized. (A final section summarizes effective aspects of the system, features not working, barriers, and improvements needed. Appendixes, amounting to over one-half of the report, include recommendations for implementing KPFS statewide, the thirty-six-page questionnaire, and KPFS Teacher Handbook on system establishment and operation.)
