AbstractThe results of an evaluation of an educational home visiting (EHV) program in Scotland that utilized home visitors (attached to nursery schools) to promote parents' involvement in their children's educational development are presented in this report. Two assessment strategies were employed. One strategy (S1) was used to investigate the practical operation and effects of the program. The second strategy (S2) compared answers to interview questions provided by visited mothers, non-visited mothers residing in the visited mothers' locale, and non-visited mothers whose socioeconomic status was higher than visited mothers' status. Part One of the report provides a brief overview of the EHV and the evaluation program plus EHV background and operations information. Part Two introduces S1, identifies theoretical issues of practical importance in such areas as language development, discipline strategies and cognitive development. Possible and probable long term personal and social effects of the program are also discussed. Part Three introduces S2 and assesses the impact of the EHV program on parents' attitudes, beliefs, expectations and perceptions of their problems, their role, their children, and if and how they can guide their children's development. The implications of the data for home visiting and EHV program design are explored in Part Four. The concluding section, Part Five, provides recommendations for action and further research.
