Abstract	Issues in curriculum development in foreign language study are discussed. Possible approaches to needs assessment are suggested by a Northeast Conference questionnaire, a New York State curriculum guide, and a position paper of the American Council on the Teaching of Foreign Languages. The goals of global and international education in grades K-12 are presented in a summary of a panel study done for the President's Commission on Foreign Language and International Studies. The concept of multicultural education is categorized into various topics as a preliminary to a modular instructional approach. Career education is discussed in terms of developing student awareness of and interest in careers that require foreign language skills. Career-oriented curricula are seen as the key to bringing foreign language instruction in line with career opportunities. Methods for meeting the needs of older or returning students are discussed. Finally, the notional/functional approach is seen as the likeliest route to effective teaching for students with special needs. (JB)
