Abstract	The responsibility and relationship of the Asian system of higher education to the masses is the theme of these proceedings of the German Foundation for International Development (DSE) and the Regional Institute of Higher Education and Development (RIHED) joint conference. Objectives of the conference were the following: (1) to examine the existing state and foreseeable trends of the development of higher education and research in Asia in general and in Southeast Asia in particular; (2) to analyze the role of higher education with special emphasis on its impact on rural and urban masses; (3) to exchange experiences between German university staff, Asian experts and German cooperating agencies concerning higher education and research; and (4) to take stock of the experiences and results from bilateral, regional and international cooperation in higher education and research and to discuss and develop guidelines and proposals for the promotion of existing projects and new projects and new projects. Some of the several conclusions drawn at the conference were these: there is a need for Asian institutions of higher education and German agencies concerned with aiding such institutions; Asian institutions must determine the needs of the population by conducting appropriate research studies; and support UNESCO and other international organizations in their attempt to develop useful strategies for Third World nations. Appendices include: the conference program, list of participants, steering committee, list of acronyms, the DSE, the RIHED, and extracts from the Educational and Scientific Aid Programme of the Federal Republic of Germany.
