Abstract	The document outlines the present educational situation and the future outlook for education in Africa in light of the recommendations of the fourth Regional Conference of Ministers (Lagos, 1976). Five chapters are centered around the basic theme of the conference, mass education in support of development. Two dimensions of the theme involve the link between education and work and the link between education and cultural revival. Chapter I, The Expansion of Education in Africa, discusses enrollment trends and characteristics of the development of education in Africa. Chapter II, A Major Movement of Innovation and Reform, identifies the essential features of education in the context of underdevelopment and discusses the planning and conduct of innovations and reform. Chapter III, Excellence and Relevance in the Educational System, focuses on student selection and promotion criteria and the contributions of higher educational establishments to the national development of African countries. Chapter IV outlines the processes and needs for establishing basic and mass education for the purpose of development. Chapter V, Cooperation in Education, outlines trends both in and outside Africa. Topics include regional cooperation, external aid to education in Africa, and new approaches in educational aid policies of major international cooperation agencies. The conclusion summarizes recommendations of the Lagos Conference. Appendices include the Declaration of the Lagos Conference and tables which depict net enrollment ratios by sex and age, and population and enrollment trends for the 6-11 year-old age group. (KC)
