Abstract	Educational policies and programs in overseas universities of developing nations are explored in a series of nine articles. In "Development and the Role of the Humanities," Sir Cyril Philips calls for a reconsideration of the role of the humanities in the educational policies of developing nations and international aid-giving agencies. Malcolm Cooper reports on "The University of Malaya English for Special Purposes Project" using cognitive and specialized reading strategies data, and Neil Mortimer reviews syllabus design techniques in "E. L. T. Course Preparation and Production at Addis Ababa University." Staff training and development in Indonesia are explained by L. R. B. Elton and Gaye Manwaring in "Towards a Staff Development Programme in South East Asia," community perceptions of higher education are documented by Maev O'Collins in "What is Happening to My People? Community Research by Students at the University of Papua New Guinea," and the social implications of Japanese textbook censorship are assessed by Glenn D. Hook in "Institutionalized Censorship: The Ideological Control of Post-War Japanese Education." Finally, R. J. P. Scott describes "A Computer Installation in a University in a Developing Country" (Zambia), T. G. Bonner documents African agricultural research efforts in "Universities and Overseas Development," and Paud Murphy provides detailed information on "The Development Cooperation Work of Irish Universities and Institutions of Technological Education" in countries like Nigeria, Zambia and Peru.
