Abstract | This document contains materials from a Unesco European regional meeting held in Venice (November 7-11, 1977) to discuss the problem of youth unemployment. The final report of the meeting is composed of (1) a summary of the discussions on background and nature of the problem, remedies, action, education and training, creating jobs, quality of work, the cultural aspect, and role of non-governmental organizations and (2) recommendations unanimously approved by participants. Two working documents are reproduced in full: "Youth Unemployment in Europe: Problems and Prospects," which suggests that youth are a relatively recent invention of industrial society whose problems require detailed research and a built-in self-correcting capacity; and "Development of Education in Socialist Countries," which considers universal secondary education, standard schools, and labor and vocational training. Five other documents are summarized. A synthetic summary recapitulates the most relevant and most frequently mentioned points in documents submitted by participants and observers on such topics as the national situation in thirteen countries and the experience of young people in international non-governmental organizations. Appendixes include opening addresses by John E. Fobes, Deputy Director-General of Unesco, and Tina Anselmi, Minister of Labour of the Italian Republic, and a bibliography of works particularly relevant to the themes discussed at the meeting.
