AbstractThis report analyzes teacher staff development programs and their costs in three large urban school districts, and discusses research and policy implications of the research results. The districts were selected through a survey of school districts serving the 75 largest U.S. cities, and were chosen because of their respectively high, medium, and low apparent level of staff development activity. The study revealed patterns of development activity and resource allocation that contradicted conventional wisdom on the subject. In all the districts, the actual costs of staff development were fifty times more than most district staff estimated. Further, the nature of staff development activity itself was not found to be primarily the result of conscious policy, but rather, had developed in response to other factors, such as funding and teacher contract obligations. Another difference discovered among the districts was their use of substitute release time, stipends, sabbaticals, and salary increases for completion of educational courses as incentives for teachers to participate in staff development. One major conclusion drawn from this research is that the weak political position of staff development and the constraints operating on school districts make unlikely the imminent reform of actual staff development practice.
