Abstract | This packet is designed to aid teachers of Adult Basic Education Programs conduct census education/participation programs. The objective is to rectify the census undercount problem, especially among minorities. The document is presented in five chapters. Chapter I focuses on the census in perspective. Chapter II discusses the 1980 census and explains why the data from the census is vital for federal expenditures. Chapter III assesses effects of census undercount, particularly in cities with large minority and undocumented alien populations. Chapter IV suggests activites to prepare students for Census Day. Activities center on a test of census information, bulletin boards, guest speakers, posters, community census centers, role playing, and simulation games. Chapter V presents census-related activities in language arts, mathematics, social studies, employment, and parenting. Activities involve students in discussing census issues in class, doing simple vocabulary exercises, performing census-related mathematical computations, and inventorying classrooms. The document concludes with appendices which present tabular census information, instructions on how to fill out a census form, and true/false census questions in Spanish, Italian, French, Haitian Creole, Chinese, Vietnamese, and Russian.
