| Abstract | This discussion of the Basic Skills Improvement Program (BSIP) formulated by the United States Congress strongly urges educators to develop programs that demonstrate the effectiveness of teaching basic skills in a comprehensive curriculum integrating reading, writing, speaking, and mathematics. The major functions of BSIP are explained as screening program ideas submitted, validating the effectiveness of promising practices and processes among elementary and secondary school students and functionally illiterate adults, and coordinating basic skills efforts at the federal, state, and local levels. Plans for dispersing the funds budgeted for the program and the process for submitting project proposals for funding are outlined. The last section of the paper discusses the implications that BSIP may have for already existing basic communications programs and defines key issues in developing programs in the future. (AEA) |
