Abstract	The study has two purposes: (1) to review the current status of international education in higher education in the United States, and (2) to indicate current and future needs in the field. International education is defined broadly to encompass area studies, international relations, and comparative, transnational, and global studies. Separate chapters address these issues and topics: recent social and educational changes; international education at the elementary, secondary, and undergraduate levels and the decline in interest; foreign language study (measuring competence, and deterrents and hopeful signs); international student exchanges (problems and needs of foreign students here and American students abroad); international faculty exchanges (history, present situation, and program evaluation); the role of American universities in development assistance; background and current situation in advanced training and research (focusing in part on National Defense and Education Act (NDEA) Title VI); needs and future directions in advanced training and research; and organizing for international education. The merits and problems of a number of models and proposals for agencies (government or nongovernmental) to establish and facilitate international linkages in higher education are also discussed. These include the International Communications Agency, the Global Education Group, and the Overseas Education Service, among others. A list of references and index are appended. (MSE)
