| Abstract | The proceedings of the twelfth Congress of the Universities of the Commonwealth (Canada) are reported. Two papers were presented at the first plenary session: "Reconciling National, International and Local Roles of Universities with the Essential Character of a University," by Charles Wilson and "The World Food Problem and the Universities," by John Crawford. Five group discussions considered the following topics: (1) the world food problem and the universities (production potential, population, energy, and health); (2) higher education in countries with federal systems of government (financial effects of federalism, student and staff mobility under federalism, and academic planning in a federal system); (3) reconciling equality and excellence (standards of admission and their effects on secondary education, the range of learning appropriate for a university, standards of education and graduation, and mobility of students and staff internationally); (4) the public view of the universities (the relevance of the curriculum to the needs of society, the relevance of university education and research, and direct services to industry); and (5) universities and other institutions of tertiary education (differentiation of roles between different institutions of higher education, problems of choice between different institutions, and problems of communication among different institutions). Among appendices are the report of the secretary general (1973-1978) and a statistical portrait of Canadian higher education. (PHR) |
