| Abstract | Supplementary information is provided for the final report of a feasibility study on establishing working relationships between American and foreign institutions of higher education. A brief overview of the development of campus international education is presented, and selected examples of institutional programs are discussed. An analysis of this material is made that suggests that an institutional focus for international education activities maximizes resources and has the broadest and most extended impact. A brief review of the foreign academic perspective is offered. An increased interest in academic cooperation with the United States is reported, along with a decline in interaction, both in the developed and developing world. The need for increased contact is viewed as most acute for the developing countries. Past exchange experience is assessed in order to develop approaches preferred by foreign educators and government officials. Finally, the linkage mode of mutually beneficial academic partnership is explored in some detail, and several elements of international activity are considered in relation to the linkages model for American international academic cooperation.
