| Abstract | This paper focuses on the theoretical and practical problems inherent in trying to build, create, develop, enhance, or strengthen networks among persons, groups, or organizations that would be useful in educational change efforts. The concepts of "social networks" and "networking" are defined, and background variables that might influence the potential success of networking efforts are examined. The next section discusses approaches to networking which are evident in the literature, as well as in the case histories of deliberately-created networks developed by Allen Parker and colleagues at the Center on Technology and Society. Tables are used to organize these observations by providing a taxonomy of networking "functions." The analysis concludes with a set of issues, buzzles, and unanswered questions about networking, and draws some general suggestions and implications for those in federal, state, or local settings who would like to understand networking for educational improvement more clearly and to practice it more successfully.
