AbstractResults of an analysis of the federal role in lifelong or continuous learning indicate that the single most important existing component is educational equity. The major policy question is how to reshape existing policy, programs, and expenditures to meet the needs of particular, diverse groups of Americans who lack access to promised benefits. It is recommended that the government sponsor basic research on the learning process and human life cycle, demonstrate and evaluate delivery systems for lifelong learning instruction and support services such as educational brokering, estimate the demand for additional educational personnel, and extend the federal role in training this personnel. It is also recommended that existing information, guidance, and counseling programs be analyzed and their efficiency maximized. Delivery systems should be channeled to the disadvantaged, designed to encourage the use of existing organizations and systems, and extended to nontraditional systems. Planning, coordination, and intergovernmental relations should extend to disadvantaged adults, support state and local efforts, develop mechanisms to include target group members in the planning process, designate a policy organ for lifelong learning in the federal government, restructure the citizen advisory councils, and analyze programs for possible consolidation.
