| Abstract | Relationships between the academic community in the United States and its counterparts in other countries are reviewed in this report. The international academic situation is discussed, with emphasis on institutions of higher learning in developing countries. The role of the federal government in fostering educational exchange, and the need for federal support for international studies, are dealt with. In conclusion, the report offers a preliminary program for the establishment of international academic linkages. These linkages are defined as direct operational ties between institutions or groups of institutions. It is maintained that linkages offer developing countries the opportunity to improve the quality of their higher educational programs, and Americans the possibility of exploiting the resources offered by a wide range of geographic and intellectual climates. Criteria for successful linkages are set forth. These include careful planning, adequate funding, and periodic evaluation. (JB) |
