AbstractAfter compiling a national inventory of centers which provide career and educational guidance to adults, a curriculum was developed for advocates of adults and a technical assistance conference conducted for organizations which sponsor advocacy efforts. Advocacy was seen as incorporating the tasks of both the labor market intermediary (providing employers and employees information about each other) and the education/career broker (matching individuals with educational or training opportunities). A survey of 353 centers usually affiliated with national organizations resulted in twelve case studies, thirty-two noteworthy programs by categories, and twenty-seven noteworthy practices (descriptions of all included). Services were found to cluster in colleges, libraries, women's centers, consortia, and federal- and state-sponsored agencies. Funding is largely public; most have operated five years. Primary services are individual career and academic counseling. Females account for seventy-one percent of those served and tend to be under forty-five, Caucasian, middle-income, unemployed or underemployed, and unskilled or semi-skilled. Advocates tend to be well educated but not specifically counselor-trained. Major obstacles to growth are funding, marketing, and evaluation. The technical assistance conference focused on these obstacles and other barriers identified. The course "Transitions in Education, Work, and Leisure" was offered at Northwestern University to provide advocates with practical skills and an awareness of employment transition problems. A conference,"Managing the Life Cycle," was also conducted (see note for final report). (A 37-page bibliography covers various advocacy topics.) (JT)
