AbstractThe state of Maryland is the subject of this case study on the awarding of academic credit in local educational agency (LEA)-Comprehensive Employment and Training Act (CETA) programs. Three focuses of the report are descriptions of the existing LEA-CETA programs in Maryland that award academic credit and the related local policies and practices, the barriers to awarding credit for LEA-CETA programs, and identification of needed policies or actions at the state or local level that would facilitate awarding credit. The state-local relationship of CETA-LEA youth programs which are principally supported by funds designated under the Youth Employment and Demonstration Projects Act (YEDPA) is discussed in terms of four of the five CETA prime sponsors. The methods used by these programs for awarding academic credit can be roughly divided into three basic categories: program evaluation for credit, credit for prior experience, and experience designed for credit. Following a summary of the issues in the awarding of academic credit and the barriers to program development and operation, local and state actions which have already been taken are presented. Further actions to improve design and delivery of services are suggested. The appendixes include assessment and evaluation materials and program outcomes data of the prime sponsor programs. (YLB)
