| Abstract | This volume lists legislation and relevant reform strategies as outlined by the Urban High School Reform Initiative, a Federal effort designed to review urban educational and related problems, examine the Federal role in urban secondary education, and develop recommendations for a more effective Federal response. The document, intended to make Federal and State educational program managers more aware of urban secondary school needs and more able to use their funds to meet those needs, is arranged by Federal law. Titles I through XIII of the Elementary Secondary Education Act (ESEA) are described, as are numerous other acts and programs related to vocational education, alcohol and drug abuse, counseling and guidance, handicapped and disadvantaged students, professional development, research and dissemination, and other areas. Each law, title, or act is evaluated in terms of whether reform is under State or local option, and at which level (Federal, State, local, or institutional) key decisions are likely to be made.
