AbstractThe Urban High School Reform Initiative was a Federal effort designed to review the educational and related needs of large city high school students, explore the Federal role in urban secondary education, and develop recommendations to enhance this role. This volume, directed primarily to secondary school practitioners and other local agency educators, indexes major strategies emanating from the Initiative's conferences and relates these strategies to existing Federal legislation. Several themes for school improvement are considered. The first, shared decision making, is discussed in terms of school site councils and budgeting. The second, diverse learning environments, is explored in relation to both educational program and professional development. A discussion of the third theme, school-community development, focuses on the strategies of networking and on the coordination of Federally mandated youth services. Ways that school financing can be equalized and paper work reduced are emphasized in the consideration of a fourth theme, school finance and red tape. Finally, the issue of research and dissemination is examined. For each theme, relevant legislation is listed. Each law is evaluated in terms of whether it permits or encourages reform activity, whether reform is under State or local option, and at which governmental level key decisions are likely to be made.
