AbstractThis paper proposes concepts for the data inputs and informational outputs for the Instructional Support System for Occupational Education (ISSOE), which is a subsystem of the Comprehensive Instructional Management System for Occupational Education (CIMS/OE) currently being developed by the New York State Education Department for the purpose of collecting data to support educational managers in their planning and decision-making functions. The first section provides an overview of CIMS/OE and relates ISSOE to the other subsystems. Next, the two types of informational outputs are described in terms of student output information (including the student's progress record, achievement level reports, and employability profile) and program output information (covering data for cost-benefit and cost-effectiveness analyses). The types of input data are explained in the third section as follows: (1) the program classification system consisting of U.S. Office of Education codes and the classification of programs as single, multiple, or clustered student groups; (2) the skills the students learn and the proficiency level they achieve which is indicated by a numerical quality score; and (3) employability profiles for students. Appendix A shows examples of student output records while Appendix B discusses normative data for criterion-referenced tests. (ELG)
