AbstractThis paper describes the instructional components of the Bilingual Access Program (BAP) at Elgin Illinois Community College, a federally funded 5-year project established to supplement regular vocational programs as a means to provide language training to limited English-speaking adults so that they leave with additional employable skills related to the employment opportunities in the nearby and Chicago metropolitan areas. Detailed descriptions are given of BAP's instructional delivery system, instructional materials, instructional design model for developing bilingual access support materials, instructional design model for developing instructional components, techniques for teaching the vocational class in an ESL context, and sequence of milestones within the BAP instructional design process. It is concluded that BAP is a very useful, cost-effective program with self-contained outputs which can be used anytime by an institution using its available human and non-human resources. Appendices include a list of regular vocational programs at the college, a list of instructional topics and objectives, an instructional analysis sheet, a list of Spanish instructional aids, a language skills assessment form, and material for vocabulary study.
