AbstractThe Multi-Attribute Utilities Theory (MAUT), a model for the evaluation of public postsecondary programs, is presented and is applied to a study of WINNERS (Women's Inner-City Educational Resources Service) with an analysis of the effects of the model on the program. The first chapter provides an overview of the MAUT approach, outlining 16 steps in the application of the model (such as study the organization and identify program goals). The second chapter describes WINNERS, including history, services provided, organizational structure, client profile, and ethical considerations in information use and dissemination. Chapter 3 examines eight goals that were generated and reports on WINNERS clients who were surveyed about their experience with the program. Extensive tables and charts measure goal attainment. The Bayesian model, which allows for the inclusion of new information in the analysis process, is explored as it is applied to analysis of each of the MAUT goals in chapter 4. The final chapter evaluates the evaluation, including the implications of MAUT and its impact on public programs and their personnel. Appended are an example of a WINNERS newsletter and the goals of the funding agency. (PHR)
